The Cisco 2951 Integrated Services Router (ISR 2951) supports Cisco Unified Communications Manager Express (CME), providing a comprehensive, all-in-one voice and telephony solution for small to medium-sized businesses or branch offices. When configured as a Cisco Call Manager (CME) platform, the ISR 2951 delivers key voice services including call control, voicemail integration, auto-attendant, conferencing, and SIP trunking—all without requiring an external server.

Equipped with modular voice interface cards (VICs) and DSP resources via PVDM modules, the 2951 can support analog, digital (E1/T1), and IP telephony endpoints, making it a flexible and scalable solution for hybrid voice environments.
